It's a mash-up. Aka, the video of something mixed with the audio of something else.

in this case, the video of Wizard Of Oz is in sync with Dark Side Of The Moon. It's coincidental but amusing.

the synchronicity happens with song / tempo changes in regards to the scene in the movie.

Ah. I knew there was something I missed. I was aware of the mash-up, but somehow, the altered audio speed completely eluded my attention. Maybe I'm just not the right audience for it :)
