um, actualy offering legal advice would fall under fredom of speech (i can advise you to do whatever i want to, as long as i don't tell you to comit a crime) and therefore is totaly legal. now, claiming to be a lawyer without having actualy passed the various certification/bar/etc. tests (i'm no lawyer so i don't know exactly what test(s) are for what but you know...), and providing legal council under that pretence, that's illegal.
