that means they had been married for 28 years, not that she is 28 years old..

uhh, no it actually isnt. her minimum age must be 44 because the minimum age for marriage with parental consent in the USA/canada is 16 if i recall correctly. without parental consent she would have to be at least 46, assuming she married him at age 18.
However on the other hand she cant be much older than 50 because they had a child in 2000.

Actually, it depends on the state, in some states it's as low as 12, for females w/ parental consent. And in California & Mississippi, there is no minimum age limit, as long as they have parental and/or Judge's consent. http://straylight.law.cornell.edu/topics/Table_Marriage.htm
