Just kill them, that's what I'd do. Has a nice side effect of deflating their egos, and they never use Swarms again.

I know a few people use this tactic as well as others that are of debatable honour. If you run into him regularly then I would suggest that, you use his layout and weaponry. If that is his most common tactic then he probably has had little practise dodging swarms and the fact that he fires them all without getting a hit against you suggests that you may use swarms in a more effective fashion than he does. Of course if he starts a fight and then runs off then that's just lame in my opinion.
Everyone has a weakness against other fighters. Often the best way to fight another player is with their own preferred weapons. Especially in the case of turrets and missiles.
The trick is to find each pilots weakness and use it against them. Dogfighters are often susceptible to backrolling, especially with rockets. Backrollers are often susceptible to missiles, if they're used well.
Basically my principle is, If you fire or provoke the first shot you'd better stick around and finish it. Hit and runs are lame.
