I thought the DSG confined itself to only trader-related incidents. Are you attempting to stop combat in the galaxy, or keep traders safe? Would you blacklist me for attacking Phoenix's Valk? Lol...
No government organization or any other for that matter could ever justify Blacklisting someone for shooting and destroying Phoenix's Valk...he's a pirate anyways so...

Well, my point was, could I be blacklisted for attacking or hunting non-trading pilots. None of this was flushed out when I left the DSG, so I'm wondering how they've been going on this...
Would I be attacked or blacklisted if I attacked a hostile who had been attacking teammates?
Would I be attacked or blacklisted if I preemptively broke up a capping party in 5 or 13?
Would I be attacked or blacklisted if, after being attacked numerous times by a pilot, I attacked and killed his trading ship?

Let me be clear: Blacklisting is not something we do lightly. I doubt it very much if pirates like AKA will ever be on the blaccklist - For one simple reason. All the other pirates hate him too. If you are so disliked as to be a threat to your own existence, you won't be blacklisted. Of course, Phoenix is blacklisted, er, was blacklisted, but he will be soon.

Black.... You are a silly child... Black Tactics? A continuing threat??? How about just saying "Ohh we're just making up b/s reasons to fight with the SM" since that's what you're doing... You don't have to pretend you can "role-play" it's very obvious what you're all about. This is merely a continuing joke and Black is the punch line.
