Two notes to keep the general populace in the loop:
1: The Serco Military has officially contracted with several pilots outside the SM for assistance in CTC raids against Itani convoys, as well as contracting for the protection of allied (Serco) convoys and allied (UIT) haulers.
2: The SDF acting in it's police role for the Serco Military has established a "Customs Inspection Checkpoint" or CICP at the Edras-Jallik Wormhole (CICP is in Edras I-2). All ships with the exception of Serco and TGFT pilots will be required to submit to a cargo inspection (via long-range radar) before being cleared to procede to Jallik.
This is in response to Itani aggression against Serco CTC Convoys. The CICP is a peaceful location, and we have previously authorized Itani observers to monitor the activity of CICP Enforcement craft (with certain restrictions).
As was communicated yesterday, CICP Enforcement will not steal any cargo save CTC Weapons-grade Xith. We will scan everything and you will be cleared to procede. Any attempts to break through the blockade may result in the use of lethal force by Enforcement craft.
Please note that this blockade is peaceful, and two [ITAN] members were permitted to observe it's operation. We dont want a shooting war there, we cannot stress enough that we aim only to deter the illegal capture and movement of Xith ore.

Since by your definition it is illegal to steal purified xithricite, should you not be inspecting Serco carrying it at the Serco border as well?

We're not hypocritical, we're merely fulfilling our mission statement. We protect and defend Serco interests. We choose to interdict Itani carrying Xith because it's in the Dominion's best interest for us. Likewise, it's in the best interest of the Dominion that we do not interfere with our own forces operating against Itani Xith haulers.
As for us being outside our jurisdiction, the SDF has no jurisdictional boundary in terms of physical space. Our efforts, as mentioned above, are directed at the interests of the Serco Dominion. To that end our physical boundary is the Universe itself. Anywhere our enemies go, we will maintain our stance that we have operational jurisdiction there.
Think of the SDF not as a state police force, but more like the US MARSHALS, we go where the bad guys go.
And Moldyman: As has been explained previously, ad nausiem, the SDF has been formally reconstituted, we are operating in close cooperation with SCAR, but we are officially standing alone.
