Ganking is perfectly allright in border patrol, if you are serco, expect to be ganked by tanis and vice versa, oh and running is also alright in border patrol, its a war zone not a duel zone.

I've defined unequal numbers in Deneb as expected and acceptable in SDN regulations, but running is unnecessary. It'll be quicker to lose your ship and come back with a new one anyways.
The only 'wartime' reason for running, imho, is when your hold is full of ctc xith.
