I did get clarification, and did arbitrariliy change any instance of a 3rd Council/Lieutenant to just Council. Feel free to post to http://www.vendetta-online.com/x/msgboard/7/9899 if you wish to change which pilots occupy the 2 liuetenant spots.

The decision was that since the guild system is not supposed to permit 3 lieutenants, and the few exceptions were due to error (the web interface should not have permitted 3), we should stick to 2 lieutenants for all guilds. If y'all really want 3 to be the limit then you should make a good case for it in Suggestions.
