Go on and try.

You can buy basic ships and weapons from any station that will let you dock (which starts at a faction standing of -599). For the more faction specific ships and weapons, you will need a much higher standing (at *least* +600) to be able to see and/or purchase them (assuming you also have the necessary license levels).
