Do you get EXP loss for killing an attacker?

I killed [sys]noob 3 times last night and none of his licenses are abouve 2 and did not loose any xp or get any kind of warning at all, was in Sedian B8 at the time.

Anyway, picking up CtC cargo eliminates the penalty, this would be how I lost it. Killing a transport also eliminates the penalty. I know this because GoldNiki did it right in front of me! Yay!

Edit:
I 'Pirated' (CtC cargo is bloody useless to a bus that can't dock in either Serco or Itani space) Spider way back when and haven't really done much CtC since then. So, yes. I suppose it is what you would call persistent.

Yea... I also killed a CtC trans with a 0/0/0/0/0 bus and stopped giving exp penalties.

But I think anyone who decides to fly around through Sedina, Odia, and Bractus in a bus either knows what they're doing, or they seriously need to be taught a lesson. Maybe even in Latos and Pelatus... But I think that if you're in those systems, you should not give experience hits no matter what level you are. Though if you're still in nation or monitored space, you should give even more serious hits.
