Good, this means my technique of plotting courses around ANY occupied sector will work. It costs one or more extra jumps, but jumping again from empty space takes little time at all. And it's well worth it to avoid storms.

Edit: I mostly stay around the central systems, so I trust the info on bots is accurate. I haven't yet run into bots or storms when I jump "over" empty sectors.
