I think there is some order. at first I thought it was organized the way chessboards are (letter, number)
but now I've no idea!

There are 256 Sectors in a single system.
Follow the systems numerically 1-? and you'll find you system.

First, take your system...4638 and subtract 256 evenly as many times as possible...so..18

System: 18

The remainder is 30 even, so you subtract 16 from that once to get...14...

SO!

System: 18
Row (lateral, from top): 2
Column (vert, from left): 14

And there's your mystery system


EDIT: The systems are arranged like a Battleship board I beleive. The top row corisponds to a letter and the columns corispond to a number, thus generating coordinates like A-16, L-7, D-2 and others.

No, Columns (verticle) are lettered and Rows (horizontal) are numbered. Like a spreadsheet or, yes, like a Battleship™ board.
