Don't read anything into system numbering, it isn't meaningful, nor is it intended to be player-exposed in any intentional user-experience way. I don't remember why it's like that. I think maybe we had two copies of the new system and re-generated one of them right before release.

It only exists for trolling purposes. When someone joins the dev team, they are told to resolve one of the gameplay bugs by deleting System 32, upon which the entire game ceases to function on multiple levels. Then after a suitably long pause, everyone laughs hysterically and throws stuff at the n00b dev, while the game is restored from a backup server. Such fun*.
