That isn't very helpful JJ. It doesn't list the missions required.

I did it through a UIT character. You might want to watch out for a mission named "Covert Courier Escort" which gives a single concussion railgun and unlocks a one-time manufacturing mission at the conquerable stations. To manufacture more, you need to repeat "Covert Courier Escort".

Get Combat License 3 then play "Errant Transports" and the two missions that come after it. You will receive a Concussion Railgun after either "Weapon Design Interdiction" or "Cyber Solar Police". More can be obtained by passing these missions multiple times which also allows Concussion Railguns to be manufactured in greyspace.

But how to buy it inside the station?

you cannot. I don't know why its there, NOTHING lets you unlock it in the station buy menu.

It's only there to let you see its stats.

Then why arent other manufacturables the same way?

Concussion railgun is a snowflake.

Conc rail isnt magic or anything. Just make it available to buy after finishing the mission the first time.

It's a decent weapon in the right hands, your inability to use it doesn't render it useless. If you are any good with rails, you should be able to use its high concussion effectively.
