Unless there is a reason to change the setting, it is on by default. But if you want to turn it off, open the config.ini file in a notepad or your favourite text editor and in the [Vendetta] section change multithreaded=1 to multithreaded=0.
If there is no multithreaded line, then it is usually on. If you want to force it off and the line is not present, add multithreaded=0 on its own line at the end of the [vendetta] section.

Generally, you probably want to leave the setting alone.
If you are wanting more speed out of your client, you could try changing renderer. As you are using DX11, try DX9, it is not as pretty but is much faster, especially on older/on board cards.
Options > Video > Change Driver - you can always change back later, so if you are after more speed, give it a shot.
If you do want to stick with DX11 or have issues with DX9, you could also try disabling dynamic lights (and shadows). This single setting alone is the one that gives me better frame rates on my laptop (comparable to using DX9).

Every drop in simultaneous lights-per-object is a significant bump in performance, so going from 32 -> 10 -> 2 is helpful. You can still leave shadows enabled with 2 lights.
Disabling dynamic lights, along with shadows, is another bump, at a greater loss of visual fidelity.
DX9 is a bit faster still, but texture quality is lower for newer ships, etc. At that point, things like background detail tend to become the bigger performance factors, if one has a really slow system.
