The active player chart shows a dip a little after 1, but not a complete loss of pilots - perhaps your ISP or some other upstream location went down, even partially?
It wasn't on our end, that I'm aware of. I don't see anything major on the big network mailing lists either. Cogent is doing wonky BGP routing in Moscow and other drama, but nothing unusual.

Right, but, the internet is "everywhere". When there are outages between network providers, only a portion of it stops working. So you might lose connectivity to thousands of sites and services, but if the website or app you happen to test is using a different "routing" path, and still works, then it may give a false impression that the "internet is working". It's really more like "that particular path is working".
In reality, the internet is almost never entirely working, some small part of it is usually having problems. And periodically, relatively large portions of it will have outages, although sometimes only impacting people in specific regions.
