The most important tip that noone has mentioned is experience. You need to go out and fight against flares a lot. You're going to die a lot, but that's okay.
Once you do that you will start noticing particular patterns people use right before shooting flares. When you see that pattern you need to strafe hard and not change your strafe until you know it won't hit and that takes a lot of practice too. Also, sometimes flares are just going to land.
But yeah practice the tips you see in this thread a whole bunch. Particularly distance control, baiting, and the hard strafe.

Lol it didnt even occur to you we just don't want to spend 2 hours in an energy fight with you laggy or mass hacking bastards hitting you by shooting where you are not.
Besides flare explosions are beautiful and looking your target spinning helplessly is fun.

If you want your target to spin, you should use those xang-xi flare-mine thingies. May induce vomiting.

Having been on both sides of the lag-spectrum (220 vs 30) I can confirm that lag (in most cases) in a disadvantage.
Flares are a heated discussion due to the proximity effect. Having a flare appear in front of you with no chance of dodging it, that is super frustrating, especially if there's a delay in seeing it (due to lag). Having said that though, lag can be a disadvantage, even with flares due to last-second changes in vector.
Energy, lag is *always* a disadvantage.
Lag or no lag though, within reason, skill will always trump latency.

Flares use a prox fuse so they are very hard to dodge and some guys fire them point blank making it almost impossible.
