Could the capella be a guild-ship, and the goliath the personal varient? As in, the capella needs a dozen or so times the effort to make in comparison the dent, and can be piloted by anyone in the same guild as the owner and/or appears whenever someone in-guild logs on?

If it's made extremely slow to move, and has, say, a hanger per key where you can dock upto three ships, and home there, that would actually be a GOOD end-game goal.

Oh, and limit the building of them to commanders of guilds with over thirty members, to prevent a mass-capella situation?
