The Advanced Combat Experience is needed, for your safety. Also, some newbie manufacturing experience. Then, relevant mining experience is needed, because what is manufacturing without ores? We need ores! So we will need mining. Then a good manufacturing experience! You need much more than newbie experience, right!

Then, you need to have experience making a cell, that is worse than the IHDPC. After that, you need the blueprints for all the stuff. What is manufacturing without the good ol' blueprints! Ye get the blueprints, then ye make the IHDPC. Simple.

If only it was real competition for a fast charge power cell.
