Wiki tells me HACs have 320 cargo. Does this mean only 2 players (in small boats) can dock at once with it?

Yeah, it's horrible.

Ever since the ships-as-cargo change, the Deneb capships all max out when a single Ragnarok docks. There's been numerous threads in Suggestions and Bugs about it, but the devs haven't changed them accordingly.
