CD correctly described a Prom NW tactic, that was proven to be immensely powerful multiple times in the past.
Now one of my favorite setups is/was:
Atlas Type X
1 Gauss mk3
1 Avalon Torpedo
1 Firecracker or alternatively Gemini Turret
CrazySpence as the turret gunner!
Usage: fight/lure your targets near roid fields. Fly and fight backwards with your gunner pointing at the enemy. Scare them with avalons shot at nearby roids.
Now one of my favorite setups is/was:

AAP + Jacks
This is a ship that can utterly destroy new/inexperienced SCP pilots. You can unleash 6-8 Jacks in rapid succession before the Prom can strafe clear, particularly in the first, head-on run. Then the AAP slices like butter while the pilot is still trying to regain control.
Against a half-way decent Prom pilot, however, you'll be a pile of scrap pretty quick. But you can still ring their bell!
Jacks are good for firing long-distance when chasing an Atlas, too. Turbo full speed, fire... wait... boom.
The hound is surprisingly maneuverable, but you still have to be able to dodge well since it's a glass boat. But with the Duck Dynasty Edition's cammo, they can't really see you. You can trust me on that. I'm no scoundrel.

this setup is optimized for low level access, neutron class weaponry, and very high maneuverability. It is intended primarily for pvp. The purpose of leaving the second port empty is to allow this fighter to achieve "dances with swarms" class maneuverability, while presenting neutron class weaponry to potential targets.
at levels 4/4/-/-/-, switch to the better weapon, the neutron mkII.
This fighter is widely available across the galaxy, and should be considered a staple setup for pvp.
