so what do I need to post system wise so you can see my setup as to why I still can't see the new skins? or maybe someone can tell me what to look for? I have windows 8.1 (not my choice) but my mac doesn't see the skins either.
If you're using the game client from the Windows Store, you'll have to wait until we can update that version. It's a fairly involved process on our side (approval by Microsoft and so on), so it lags a bit behind. The current Windows Store version (Win8 or WinRT) does not yet support the new multi-layer shaders.
If you have a Win 8.1 machine on x86, you could choose to install the standard downloadable version of VO from our website. Win8 will run that in "older app" emulation mode or whatever, which will allow it to be self-updating and permanently up-to-date. Windows Store apps cannot self-update on binary changes, which is why that build lags behind.
If you're on WinRT (ARM-based device), you basically have to wait until we can submit a new version. There's no downloadable WinRT build, and not really a usable way to install it anyway (everything has to be signed through the Windows Store, like an iOS device).

It's the client I downloaded from the website. Personally I think this machine just has issues because this laptop seems to think it is a tablet. (Thank you poorly designed cheap pc preloaded with software that hasn't been properly tested.) I'll try re-downloading from the website to see if I did indeed get the standard version.
*edit- still can't view them. Looking into my system further, I have Intel(R)HD Graphics 3000 running BIOS 0.0 Will that even display the multi level shaders?

Humm, that's weird. Yeah, we have a laptop with one of those HD3000 chips that definitely displays the multi-layer shaders in Windows 7. But haven't tested it with Windows 8.
Unfortunately, Intel is kind of terrible when it comes to drivers, and they did break stuff when Win8 first came out. It's possible there's something wrong at a driver level, we'll have to check further.
If you could open a Support Ticket (left side of the website, bottom), and submit one that includes the "errors.log", "directx.log" and basically any/all "log" files from your VendettaOnline directory, that would help us debug the issue.

Basically, the DX11 driver is not enabled in the current downloadable client, because of issues going full-screen and back-to-windowed in some cases, that we have to figure out and work around (which aren't a problem on the Windows Store version, as the app can basically only be full screen, or use the new Windows 8 "partial" modes, per the Windows Store requirements).
Of course, the Windows Store Win8 version does use the DX11 driver.. but the renderer and shaders haven't yet been updated to the multi-layer system, so you're out of luck there too, heh.
I'm not sure why the DX9 driver is not working in Win8, I'll have to wait for ray to check on that. Maybe he already knew that.. I didn't recall that particular issue.
The DX8 driver definitely does not support the new multi-layer shader. It's basically in there as a retro emergency fallback option (which is clearly a good thing, in this case).
So, we have a couple of things to do: 1) Enable DX11 as the standardized default driver for all PC versions, including Win7 and such (this is already on our todo), and 2) potentially also figure out why our DX9 renderer doesn't work on Win8, if that isn't already a known issue.
Once we resolve either of those, you should be ok (hopefully in the next couple of weeks, the DX11 thing was already on our radar). Sorry for the inconvenience in the meantime.

DX9 should work fine in Windows 8.
