Sounds amazing, Inc. That's the game I know VO can become, and it looks like it's well on its way since the early days I began playing.
With all due respect, Shawn Bower has done this with Evochron Mercenary.

He says his work is primarily by one person. He does have help from others from time to time. It is impressive, though interesting that it is pretty obscure as well.
Infinity is (was?) mainly a solo project too, if I'm not mistaken. Like I said, pure engine and algorithm development like this is well aligned with small, talented teams. I mean, look at Carmack.
So, yes, building a procedural engine is doable with a small team.. but that doesn't make it easy. Wiring that all up into a production MMO and making it work right with a lot of existing infrastructure and gameplay.. and rolling out a fun, worthwhile and stable expansion (across a multitude of platforms), is also not easy.
Which is why it's a $600,000 stretch goal.
