That's what the "Active Players" link on the left is for. It brings up a graph showing the relative volume of people playing throughout the last week.
4pm-11pm US time usually
Depends on what you mean by busy; a lot of players could be on but chat could be quieter than if fewer vocal-social players were playing, if the active players were mainly newbies, mobile users, or guild ninjas. Pizzasgood mentioned the Active Players Graph; just make sure to hit "refresh" in your browser to get the most recent version. Crazyspence also made this chat stats page a while back that looks like it is still getting updated. I like it because it shows how certain players tend to chat only at certain times, while others are more evenly spread across the 24-hour cycle.
You may run into a lot of players in the training sectors and capitols if Guild Software is running a promotion for new people to join. You may also find a higher concentration of players at certain stations that are in unique locations (Sedina D-14 is the nearest Corvus station to 2 of the major nations, Edras Command is the only station in a system that links 2 national territories together, etc.), or stations that offer unique items, commodities, or missions. Wormhole sectors have a lot of traffic passing through, but they tend to only wave or stay long enough to make sure you're not a pirate (unless they themselves are pirates, in which case get ready for action!).
Events are held at certain times and places. In those cases you can expect to see a lot of players gathered together in one spot. Here are a couple video examples of what an organized event might look like, from my perspective:
