Can you not just force all old torrents to update? I mean, you do control the tracker...

If that's a feature of some trackers, it's not one I was aware of (then again, I've only bothered knowing the bare-bones to make our stuff work). There would have to be some assumption that, because the filename is the same, then replace the one torrent with another. Otherwise there's nothing similar between the torrents. I'd be a little surprised if the average torrent client would let that happen, seems like it would be a bit of a security hazard. Could be used to remotely wipe seeds, for instance.
Bittorrent kind of relies on hash checksums in order to function. Even if you did just replace the files, the checksums will be different and it won't seed.
Yeah, there would need to be some specific logic to link hash values based on filename or something, with implicit client trust. Anyway, I'm not aware of anything like that.
