What exactly does this mean? That they can switch between programs as VO progresses or that VO actually stops for android users?
If the latter, are you creating a separate game of VO for android or a separate class of player?

Do you really believe the devs would allow a separate class of player with the ability to stop time? I'm thinking that would not be in keeping with Inc's vision of fairness and balance.

"Will Androidâ„¢ users play in the same universe as computer users?
Yes. We are a single-universe game, and all platforms access that universe. The intent is for our computer players to be able to enjoy some time in the game while using a low-power device sitting on a subway or in some other mobile situation. When they get home they might choose to switch to their computer and continue playing. Alternately, some players may choose to only play on their Androidâ„¢ devices, and this will be viable as well. Flexibility is key."

Ok. Then what exactly is pausing and resuming? For all I know, this has to do with the microscopic delay the program has while waiting for its turn at the processor.
In answer to your question, probably not, but I wouldn't die of shock if it did happened.
As far as the quote, I don't really put that much stock in the official statements. Or unofficial.

Maybe it refers to pausing an in-game "video" made by that new recording support they're working on.
I think it has more to do with how the Android devices handle multitasking. In order for an Android app to continue running in the background (when the user switches to email or something), it is coded to run in two parts. The background portion stays running while the front-end interface is paused. If it wasn't written this way, the app would just close.
Ah. That would make sense.
It's pretty much like Whistler says. Android has a certain paradigm for handling situations like.. the user receives a phone call while an app is running. With most lightweight apps (java) it's simpler to background and return later. With us, using all the device ram, plus maintaining a networked game state, it's a little outside the norm. Plus the fact that we launch the app from another app (updater). It took some lengthy support from Google engineers to help us get it to behave properly (I was out at the Googleplex for several days this past week).
Anyway, it does not give any benefit to mobile users. Quite the opposite, if you know their phone number and call them at an inopportune time ;).

Typekill take the backseat.
Phone kill on the way

Oh boy, I'm totally doing that to spidey 24/7 if he ever gets an Android device.

/me turns off the phone functions...
Make a plugin out of it and bind it to one of the joystick buttons :)
Of course, you'd have to collect a database of phone numbers first...
