Um, I did provide a link for how to extract it. To be more clear, the software you'll need is called "hachoir". It won't preserve filenames, but it will pull the data apart into individual files just fine. I haven't used it in a year and a half so I don't remember how you actually do it, but you should be able to figure it out.
As for copyright, I'm no lawyer, but the only way I can think of where doing this for personal use might infringe on copyright laws is if somebody construed media.rlb as a form of DRM, in which case it would violate the DMCA to extract the files from it. That seems like it would be a stretch, but I've heard of worse.
Obviously, don't distribute the files to other people as that almost certainly would violate copyrights. But if you keep the files to yourself, I doubt anybody is going to actually care.
