Create or join a guild with similar interests, or make friends with some other Itanis that are in-game when you are, and when that kind of attack happens in the Itani systems just let them know that you are attacked.
If someone yells PIERAT on 100 and I am in the same system I will be there in one jump just for the fun of it, even if I know I might be a worse pvp-er than the sucka I am chasing. You could also help yourself by carrying some nasty rockets with you, even if just to help those that might come to your rescue.

There are some things you just cannot deal with in VO atm.
Fact 1: Devs beefed up border and noob sector defenses with defense turrets to stop griefer incursions in nation space to hunt defenseless newbie.
Fact2: Some pirates are skilled enough to get thru and hunt players in nation space for profit and fun.
Fact3: Pirates do it for fun and profit. Pirates can be payed (protection deal) to leave you alone.
Fact4: Griefers will try to kill everyone anywhere by sneaking from the back. They do not do that just to newbies, they do it to everyone. Disrupt player events, disrupt consentual fights and duels, etc.
They are the only real lowlifes in VO.
There are only a few of them and majority of VO community know their in-game names.
You have a choice between 2 solutions:
a) be on alert for specific griefer characters appearing in your sector so you can avoid them
b) make a complaint to the devs or guides about known griefers and try to get them banned from playing and disrupting normal gameplay for others.

You just need to level up enough to be able to buy a cloaking device and antimatter ray. Pirates will think twice before attacking someone they can't see who is shooting back.
Complaining wont do anything as it is upto you to survive not the devs or guides.

I still say dock the killer a few million credits and drop their high value faction limit, say 200 points per kill should do it nicely. That will push them into grey space and them going anywhere near a faction station would be very unwise.

Or something much more drastic, especially in VO: Death Penalty. Just kill them back, that'll teach 'em.
Sometimes it is hard to fly a fast ship when mining. sometimes you cannot shoot back and win.
Grab targetless & AutoJett (plugins) and go mine in an empty sector OR in a sector with spread out asteroids. dont mine as soon as you jump in, because chances are other players will jump in around the same area. mine in a light ship, use autojett to jettison everything. keep an eye on targetless and see who jumps in (also, i keep my proximity alert at 5000m, that way when my comms beep, they appear on my targetless) then run, quickly, away. once you have a mountain of ore in space, grab your moth and do a quick scoop. don't listen to some of these guys ;)
