We quietly put this into production early last week and didn't announce it with the release (forgot). People should be noticing that repairing ships, when far from a station that sells them, is now less costly. This difference will be clearer with cheaper ships than with really expensive ships. FYI.

Note, there is still an added cost for "repair parts" that goes up with the distance from the nearest "source" (place where the ship is manufactured). The cost has simply been reduced.
