Procedural programming thingy?

If we have widespread dynamic system control, it will be in systems *outside* of the current universe. Otherwise it makes things like.. newbie zones, and other introductory areas, rather complex to maintain if under contention.

This was actually part of the original intent. To have the extant universe be essentially the "core" of an expanded, explorable, and more dynamic universe.

Anyway, this is all drifting pretty far and wide at this point. I welcome the feedback, but let's start some threads in Suggestions for further discussion.
