so i was wondering how to get it...

looking in the available missions...
- same as usual but there is no "test pilot" mission listed.

- hmm is it named diffrently?
- was it not available because of recent bugs like your missiontext fails to show after a serverlag/restart so if you don't remember what to do you are screwed and so this mission did not show up?
- does it it require some prerequisites perhaps?
(i just wanted to do the mission even if not having the necessary licenses, just for having it done already, so when coming back from my greyspacetrip i maybe could already buy one...)

The mission does have a minimum license requirement before you can take it, but I'm not sure what it is.

do you have the licenses to fly it? the mission might require you to have them. don't know for sure, i already had them when i first docked at an itani research station and the mission was available.

According to the Wiki you need licenses of 9/9/6/1/- to fly it and an Itani rating of 800.

so what the more precise question might be
"can i do the test pilot mission befroe meeting the necessary requirements to fly that baby and if so, what are the requirements for getting the testpilot mission."

From the thread when the mission was introduced, the requirement to take the mission was Combat 5, Light Weapons 5. Later on, it was stated that the mission requirements were supposed to be the same as the ship requirements, so that you would have instant access to the ship once you completed the mission.
