I see them for sale in grey space now but i can never by them. I'm itani and we've won ctc for the last week so i know i could buy them in itani space. Is it impossible to buy in Grey space? and if so why have them in the list at all?

they are just there for refrence though a referance tab in the pda would be nice i guess

I believe in UIT space they say "Faction Personnel Only", with no mention of standing or the contest. As you are Itani, you can only buy them in Itani systems after Itan has won the CTC.
