Actually, that brings to light a good point:

What if big ships were only handed out by the corporations in much the same way American cell phone companies give "free" phones?

What I mean is that you'd get the ship from Tunguska or another mining concern for basically nothing, but be bound to a contract to deliver (x hugeass quantity) of ore to them over some long term, say two months or so, for which you would be paid slightly less than market value.

Complete the mission, and a ship normally out of economic reach is yours free and clear. Fail, and the next time you dock at a station friendly to their faction, it's repossessed, and your faction rep with them goes in the shitter. Of course, you could also abort the contract, but you would have to return the ship within an hour, and owe them a certain amount of credits as a cancellation fee.

Edit:

Let's conceptually extend this to military ships. As a mercenary contractor, you're bound to deliver X opposing military kills over the period of 12 weeks, and you'd get command of a military-only corvette or somesuch.

This goes in the suggestions forum, obviously, but it's an excellent idea. Especially the military idea. The military should have acces to high-power items that are illegal in the hands of civilians. If you pass a set of "boot camp" missions, you get issued a ship (which can change as you get promoted) that you can only use for military purposes. If you abuse the priviledge, there could be severe penalties (faction standing, money, restricted acces/dishonorable discharge/KOS, depending on severity). Of course, you'd have to get caught, so we'd need a better police system (you could join the police, too in the same way). As far as the commercial side of this, I think that should be handled within guilds (which should be our corporations as much as possible when we have a big enough player base.)

The cap ship reload/repair could have an impact on border skirmish and border patrol. The Sercos are often complaining of the long flight to the nearest repair/reload point for border patrol. Now the Sercos can make a point of securing a cap in Border Skirmish, and using it as a staging point for Border Patrol.

For a lone player ctishman's direction with cap ships would be a lot of fun. I, however, still think that the idea of large guilds being in a sense much like corporations themselves, and able to mine, manufacture, craft (make/buy their own cap ships) is a better direction for the game. Especially when you consider than PvP is the heart and soul of VO; powerful player run guilds would inspire strategic strikes on mining initiatives, trading, patrols, etc. If cap ships are VERY expensive than losing one would be a huge loss to any guild and change the PvP balance of power within the game.

Just my two cents on ctishman's thought.
