Could you please make the pies demand that you stop in place to make payment, and consider you a runner if you move more than 1000m from point of demand, and then increase the timer fourfold.

This will give players plenty of time to make payment (if they stop to do it), and at the same time, stop this business of the target being in escape position before the timer even expires.
