Yeah, seen him, Bean, but I don't think he's always been in Eo K-11. I could SWEAR I've seen him elsewhere. But he's always in the station... lurking. Never speaks or answers hails or drinks the tequila I offer him.

He's a player-built bot, like the IRC bot on Corvus Hold, BLAK Hive (where art thou?) or #sigma in Arna Orbital. Most likely, it's a bank with IRC capabilities for some Guild or other.

OMGWTFBBQ!!!! PLayer-made bots in-game!?! The devs must do something about this, soon the IRC bots might turn into experiance collectors, after that, money farmers, after that the WORLD!!! :O

Sorry, getting a bit late... But I still find it funny that there are player-made bots in-game.

Oh by the way, did I mention that those bunny ears were yellow?

Lots of guilds have bots ingame, some are banks others are AI support, others a database of knowledge etc. There are also a few more sinister purposes but nothing that would go against EULA. :)
