lol, I really hope the NFZ gets fixed so you lose faction no matter where you are in relation to the station.

The station should be a safeguard.

Maybe its just me but I think that not only should the NFZ bug be fixed but it should be improved. I think that when you kill an Itani with +999 Itani faction standing that not only should you immediately lose the 500 faction points but you should also neve be able to go above a certain level of faction points witht that nation ever again. Say for instance, every time you kill an Itani with +999 w/in an Itani NFZ then you lose the 500 points and can never again go above 900 points total. For each time this happens your max goes down another 100. So say you killed 3 people you would only be able to ever acumulate +700 with the Itani nation. Just me but I dont think the punishment as it stands is harsh enough. There needs to be a permanent punishment, not just losing something that can be gained back.

So there is no such thing as reform in your mind? Someone starting out not exactly knowing what they want to kill is screwed later on when they decide they want to switch factions? I think it's "ok" as it is now, but there are a lot of good threads on how to improve the faction system, and your idea in part is included in those. =)
