I think that at this point in the ongoing development of the game, the small userbase is fine (and, in a sense, ideal). As incarnate said, its a small player body, but everyone believes in the game. And I don't really notice the effects of a smaller player body. For the most part, there's always someone out there to duel, or, if things are a little slow, there's a million other things to do not related to players.
The games great without 30,000 players anyway. Imagine how crammed B8 would be with 400 active at a time. And it would be impossible to make money, with everyone out ruining every different trade route, frying all the good roids, and pirating running rampant! A few hundred more players would be nice, but, and I don't mean to sound exclusive, this is our game lol. And we don't need thousands of n00bs swarming in with their little ion blaster pumping away at our lumbering bohemoths.

tboyz007 makes some good points, particularly about trading. With the small player base as it stands, a lot of stations have a bunch of items at rock-bottom, crashed markets, which is a symptom of the current trade system which most of us agree needs a tweak, and which makes profitable trading harder outside the Guild missions. If we had ten times as many players at the same time as we do now (note that's "just" 200 players), the effect would be much more noticeable and widespread.
So right now the user base is the right one, and the Devs will know when's the best time to have it grow; I for one am happy with the game and confident that the Devs know what's best for VO, so I'll be here for quite a while.
As for finding the game, like KixKizzle, I was looking for something after EnB ended, and an EnB community website pointed to VO right as it went gold.

I was searching for online Mac games and I stumbled across Roguelazer's old website back in the days of Vendetta Test 3.2. The nations weren't even named at that point, they were just called gold, blue and red. I thought "holy crap this looks cool, is this for real?" Yep, it was for real :)
Download link on macupdate.
After 8 hour trial I was hooked.:)

I found out While looking for a 2D MMORPG Escape Velocity on their forums. Some players said that VO is like a 3D MMOFPSRPG escape Velocity. But hey! INCARNATE i have a question. Why are you so poor? LOL! Jking. What did VO look like in Alpha?
looked mostly the same, except that the stations are now different looking, didnt have varients of 1 ship, and it went from 3 sectors to 9 to 18 or something like that. Depending on what version. Also had CTF! and before Itani, it was blue, before Serco it was red, before UIT there was Neutral Territories, and before that it was gold. Also it scores and bounty, not like the system that we have now, and there were no missions
and there was BUGS, tons of em!!!
Loadsa moneybug, jump/home/explode bug, buy 1000 engines bug etc etc etc

A clan-mate from MacClan (Descent3) posted a link to VO as PXO was in it's downward spiral. I left Descent for VO and never looked back.
I've never been disappointed...with one exception...most of you know what that is.

just let it go relayer... just let it go, its space, it doesn't matter if we are upside down or not.
I can't let it go Spell...I'm an explorer/cartographer/surveyor...it drives me nuts every time I change sectors!

Found the Vendetta test through a news article and signed up as an alpha tester. Never really played it much until about a month ago, though. I'm honestly not sure why, except that I know I don't have time for monthly subscription games in the normal run of things. I suspect the alpha version didn't grab me, too, and then I forgot I had an account for a really long time until I received a beta tester email about the game going live.
Some tester I turned out to be. :-\

Back about a million zillion bugs (middle of 2003) I saw a little post with allmost nothing in it on linuxgames.com
It was something along the lines of "oh, btw, there's this game called vendetta, but it's not ready yet, so don't bother"
Ofcourse I bothered!
I have to admit I've been out of the game for weeks at a time, but I keep coming back. Especialy on bugday.. err... patchday.
Devs, you're doing too well! The tester in me wants to go out and find bugs like... like...
Well, like this:

Does anyone remember when the bots started spawning in the stations? Those were the days! Just sitting in the right position with a railgun and rack up the points!
MINE THE FLAG!!!
