basically, hail a marshal (you have to talk to a marshal of the nation that you are a bounty hunter for), then hit "t", then "tab", and then type "bounties"...

The command will be:
/msg "*Marshal whathisname" bounties

and if he responds with one or more, you can get more information on an individual by hitting "t", then "tab", then "bounty" then the name of the bounty... the command will look like:
/msg "*Marshal whathisname" bounty "wanted person"
