how do you target cargo that is floating out in space?

same way as you target a ship or a roid. Aim at it and hit "b"

I think there's also a key you can bind to specifically target cargo if you want. Check Options -> Controls -> Keyboard

Also note that you must be within 3k of said cargo, like everything else.
