Allow players to use their chosen language's alphabet in chat
With the addition of additional languages, it strikes me as strange that you can pick another language and not use it in chat, given that the alphabet is in-game. There are subsets of the community that speak other languages but will have trouble in-game. I understand that there are censor evasion (and potential spam) issues tied up with allowing alternate alphabets, so I think the system should be as follows:
1. The other language must be selected as your current language in order for you to use its alphabet.
2. You can use your alphabet in addition to the English one.
3. If you switch languages repeatedly, there should be some sort of cooldown to prevent someone from switching to a language just to evade a censor.
4. Perhaps a ban on alternate alphabets in 100? Along with some kind of notification that you can use it in other channels.

The game protocol doesn't currently support anything beyond our base latin character set. Given the character complexity of languages like Korean Hangul (around 20,000 unique characters), this would require some thought. Character set entry and selection (typing) is also fairly complex for these languages, and would require cross platform solutions.
As you mention, there are also administrative concerns. We're expected to respond to /report issues, but it becomes infeasible across a wide variety of languages, especially factoring in "slang" and other cultural references and concepts.
As a result, for the moment, we only actively support in game chat in English.
