Change Blockade Composition
1) Less fighters, more cap-ships.
2) If the cap-ships are not dealt with they should not wander off but accumulate with the next blockade sent.
3) When Deneb is in a tie, both nations should send them instead of neither.

They could also fight each other, which they already do if somebody's in-sector, but I don't know if the server runs simulation battles like it does for Border Skirmishes...
This way when the tides change in Deneb, the resulting blockade jumps out to encounter the existing one from the enemy side and war ensues! The blockades are predictable and players can coordinate to work with/against the NPCs.
Bonus points for announcements on nation channels! :)

I don't play the Deneb War (being a UIT and not having any alts. Might some day - I may be missing out on some fun here), but it seems to be a very realistic solution that the new blockade has to fight its way through the old blockade. The old one could be reduced as a result of losing the Deneb War (due to detachments intended to reinforce the Deneb front), so the new blockade wouldn't have to fight the entire accumulated old blockade. Allowing the new blockade ships to break out (or have to travel from their respective nation spaces to reinforce an existing one) would add enormously to the immersion level in VO.
You know, I just realized, while I have run through or helped eliminate blockades at Edras/Jallik WH, I have never once seen the blockade ships of either side moving through Grey or UIT space to get there. Has anyone else? If not then this seems to be another area of opportunity to develop some excitement, have the blockade ships actually travel from their nation space to the WH they are going to blockade. It would provide opportunities to hinder the attempt to place the blockade as well as add the danger that if anyone KOS with that faction caught jumping into the same sector being attacked by the military convoy( who would of course be mindful of being first to attack in monitored or protected sectors outside their own borders).

They already do that.
As for shooting at ships. They only fire on targets they "hate". Serco blockades will attack Itani ships like CtC convoys and the opposing war convoy. They also shoot at strike forces who jump through the wormhole. Likewise Itani blockades only attack Serco ships.

They route through greyspace. After all, the UIT don't permit military passage through their territory according to the backstory. That was one of the points of contention between the Serco and the UIT in more recent times -- the Order of Akan bombed Serco worlds, so the Serco wanted to pass through UIT space to hunt for the Order in Itani space, and the UIT refused.
