Occupy-able Stations
Don't know whether this is a good idea or a bad one but it may add some interest to the game. Change three existing stations so that they can be temporarily captured.
The three stations would be:
Helios B7
Uraki L2
Deneb K5 (or I12)
The reason for the choice is that these are stations on the outreaches of Itan/Serco/UIT territories. Places that could be vulnerable to attack. (I didn't pick Deneb O3 because Serco and UIT territories have 3 border wormholes while Itani space only has 2)
Capturing an occupy-able station would work in much the same was as capturing a conquerable station and access keys would give the capturing players access to the station while they control it however the station would not become fully theirs, as they do with the conquerable stations.
Benefits of taking over an occupy-able station would include free repairs and being treated as local POS with respect to trade and purchasing equipment. And could be a way for players to access faction-specific items that they would otherwise have difficulty obtaining. Also occupying a station would facilitate wormhole blockades for nationalist RP.
While a station is occupied station defenses would treat as hostile anyone entering the system as hostile if they didn't have an access key but people already docked at a station or homed there would be allowed to launch and make a run for it.
As for how long a station could be occupied could be handled in several ways:
1) The station remains occupied for as long as one of the players with an access key flies on guard duty outside the station (within the NFZ or within 4km). If no player is outside the station for 15 minutes then the station reverts back to normal faction control.
2) The Itani/Serco/UIT military periodically sends NPC blockade breaker fleets to retake the station.
3) The station remains occupied for a fix number of hours.
Option 1 might be the most practical while 2 might be the most fun. Whichever method for losing control would be chosen the station can always be freed by another group of players capturing it and then destroying the owner key.

I don't really like any of the three options. 1 would be a pretty damn big pain. 2 is to NPC involved, and 3 is meh. I'd rather make all stations in Deneb conquerable, and have an Itani station in Edras I2 with border turrets, just like Helios B7 has. (It would also be conquerable.) It should be Deneb style conflict, with border turrets counting as kills. The opposing force would have to ship border turrets from their space to said sector once taken.
The station would remain in your hands until the opposing force took it back, or maybe if it runs out of food it becomes neutral.
Another problem is the fact that you could buy as many nation specific ships as you wished. There should be a limited number of Proms/Valks/WTDs/UIT mauds you could buy.

I don't like the idea of a occupy-able station in Edras I2 as it would make Itani space significantly easier to isolate than either Serco or UIT space.
As for limiting the number of ships purchased. Unless you're hated or KOS with the faction in question it's relatively easy for an established player to up their faction standing via proc missions and then get unlimited access anyway. Players already stockpile ships. This route might make it easier in the short term but could also have a longer-term consequence in that the process of occupying a station could leave you KOS with that faction so when you lose control of that station you lose access to anything stored there until you occupy it again. The big issue with stockpiling ships is the time spent getting them to appropriate storage locations. Occupying a station might allow you to get quicker access to ships but less time to stockpile, that might turn out to be better for the game.

Well yeah, but Itanis shouldn't be able to stockpile a crapton of Proms.

I like the general idea. I would prefer the warvoys to recapture, starting with a smallish strikeforce and escalating to a battle group (e.g. a HAC, two teradons, two tridents, and 10 SCP/Valks)
I think that the nation specific ships should be buyable, but very limited, e.g. up to 5. After recapture, the capturing pilots ("rebels"/"infiltrators") lose all inventory on the station. So, capture and run off with the loot before the strike force comes.
I also think that the station guards should help defend against the first capture, but not against subsequent recapture (e.g. they're on the side of the original owners, not mindlessly on whoever controls the keys)
