Corvus engineers have stolen TPG ship design, but were not able to make duplicate of all systems, so they equipped it with cargo scanner instead of storm radar extender.
Still TPG mission needed to pilot it.

While I'm all for making the Raptor less useless, I am quite strongly against give Corvus another variant of anything. They've already got the Vulturius Vulture, the Superlight Centurion, the Greyhound Warthog, and the Mercenary Marauder; they don't need a Raptor variant on top of all that. That fact that the Raptor is supposed to be a TPG-exclusive ship only reinforces this sentiment.
Ok, let's compare "Exclusive ships" in TPG and Corvus.

So, it's RP wise to give raptor with integrated cargo scanner for Corvus or maybe Axia, but Axia doesn't have station in gray. All other minor factions don't need to construct pirate (read anti-convoy) variants of ships..

No pirren, you misunderstand. By "exclusive" he doesn't mean "varient", he means a full ship model that only one single faction has at all. The corvult is only availible from Corvus, yes, but it's only a varient of the vulture, which is ubiquitous. Compare to the valk, which you can only get from the Itani. All valk varients are Itani. Same with the prom and the Serco. Currently, all versions of the raptor come from TPG, making the raptor exclusive. If any other faction sells a variant of the raptor it loses the exclusivity.
Nothing can prevent stealing the "exclusive" ship ;) I understand your point of view, still craptor + cargo scanner maybe useful, because atm there are no ion storms in the game.

By that logic there should be Corvus Valkyries and Promethei also. Obviously there aren't; therefore that line of argument does nothing to justify your position. Sorry, but that's just how it is.

If I recall correctly, the missing ion storms are a bug, and one that the devs are hard at work trying to fix at that. You are trying to argue that the temporary absence of ion storms is sufficient reasoning on its own to mandate the creation of a new variant, and it just doesn't work that way in my books.
Your proposed variant would certainly be useful, especially to you--with or without storms, but I continue to oppose it on the basis that you're trying to make it what it was never intended to be, and what it never should be.

Raptor is not a combat ship, because even for ion storms it's more reasonable to use vult mk3+storm extender or fight without extender at all.
For PvP it also has limited usage, because low combat speed and huge size makes it almost impossible to avoid flares and high velocity energy weapon.

The Raptor Mk2 is a good interceptor. It's got a very low mass to thrust ratio: (13kg/N). That combined with the storm radar makes it great for chasing down convoy ships, even through ion storms.
Before storms broke I used to use them pretty often for chasing down the CtC transports.
+1 to an improved Raptor variant, but Corvus does have plenty of faction-specific ships, and the specs Pirren posted here don't really improve on anything.

Corvus should not be a large shiyard, per canon... Also there are other factions in gray that could be less demanding on local standing to provide ship variants. I know rats prefer to be Corvus-bound, and engine leads them there, but if you plan on more variants, give it to more related factions.
Like, XX and Ineubis already produces the Light/Heavy Storm Radar Extenders, so if someone would produce Raptors variants, I would bet in Ineubis.

This is almost exactly the AWACS variation that I proposed long ago...
But fix the "Integrated Shared Ion storm radar" with "Shared Group Radar", i.e., anyone grouped with Awacs receive radar data (and send too).
And complete it with an addon scanner!

The biggest handicaps the Raptor has in combat is the slow strafe speed and the large profile. There's nothing that can be done about the profile without redoing the model, but that strafe speed puts it at a disadvantage even against NPCs.
Aye - until the strafe issue is fixed the rest is pointless. It will still be a craptor.
A 2 large port version from corvus with a hefty strafing boost would be a welcome addition.

Maybe instead of making it the perfect combat ship, I guess we should aim it in being the perfect Surveillance/Support/Eletronics ship... like an AWACS does not need combat skills...
I vote for a new version with all eletronics addons, and the group extender, as above, keeping other stats as they are, a bad fighter! This is a niche ship... like these:

We need more specialized ships in VO, not better generic fighters...

The raptor was intended to be a heavy fighter kinda like a prom without the cargo space

Yeah. The integrated storm sensor suite was only added later to compensate for the fact that it, well, kinda sucks at its intended role. It's more of a consolation prize to compensate for its mediocrity than the heart and soul of the design.
Besides, if we were to have a true AWACS-style design, I'd expect it to be bigger; just look at how the one in the picture Alloh posted compares to the fighters escorting it.
