Add "generate user key" button.
This is step 1 of fixing the problem(s) discussed in the following bug thread related to conquerable station keys.

The "give user key" button should never create a user key. There needs to be a "generate user key" button in the owner key window (or maybe "create user key"). Once a user key is created with that button, you should then be able to click "give user key" from the window of the user key you just created to give it out. There should not be a "give user key" button in the owner key window at all.
Step 2 is to make sure every owner is able to see every user key, which isn't always the case now. I don't know if the current behavior is by design or if it's a bug, but either way, it should be changed.
While you're at it, step 3, add a "delete user key" button too, with appropriate confirmation/warning dialogs. Then owners could at least clean things up if there are mistakes.
99% of the time when an owner clicks "give user key", they want to add a new user to the existing user key, and that's not always what happens. It often creates a brand new pain in the ass second user key to deal with. There is still some buggy stuff going on with keys that needs to be fixed (discussed in the above linked thread), but this suggestion will help make things a bit more clear. There are situations where someone might want multiple user keys, but currently we mostly only see them when they are accidentally created.

User must be able to (Create, Give, Revoke, Delete) any key.
But I would include the "Give Key to [Guild,Nation]" also, to complete key management.
