Sounds awesome. But, I'd decrease the grid a bit so that using it in a ragnarok more feasible. Although, getting a high-thrust centaur with 2 of these suckers would be nice.
Seems like it wouldn't be worth actually using at range on anything that isnt actually afk...
Although, if you gave it maybe half a positron's auto-aim it might be useful to prom users trying to gun down valks as they turbo away..

-1 to decreasing grid usage, 8 is fair enough.
Maybe make it heavier, because port is large.

That doesn't justify making any of the requirements unpleasantly arduous. We want this to game to be about player skill not grinding and levels.
What do you mean by "no-auto targeting"? Given the context it is ambiguous. The rest looks reasonable even if a bit conservative and a large port rail would be nice. Although, personally, I would rather it went only 480 m/s as then I wouldn't feel compelled to install the multiaim plugin for when I wanted to pair these with advanced rails. Bright red is ugly. :P

'Unpleasantly arduous' is subjective but I think I can understand your point of view in the terms you state. So, perhaps the requirements (if desired at all) could be 8/-/9/-/- .

It actually reads as 'no auto-targeting' on current Rail Gun variants and it means (from what I understand) that it does not auto-target like the Neutron Blaster Mk2 or similar energy blaster, instead it has a minuscule auto-target function or none at all.

8/-/9/-/- is better aligned with existing weapon requirements.
The targeting on existing rails is actually fairly significant. Their descriptions lies.
