Guild commanders can appoint LT's but can't fire LT's
This shouldn't be, Commander's can't kick council, but they also can't appoint council.
I believe commanders can outright boot LT's down to non members, but not just regular members, or from council-lt's to just council (as im going to ask whistler to do).
I don't see any reason why this is this way, a /guild demote function, that allows commanders to fire lt's from being lt's would be nice.

That demotes a lieutenant, if you are a commander.

Really? i thought that would only add a vote to whatever total.
Nope, although it's categorized with the council vote stuff for some reason.

As I said in your bug thread, Commanders can appoint lieutenants. It makes perfect sense that they can demote them. How does that give them total control of the guild? Commanders can't demote or appoint councilmembers.
