If we had the all strings kept in an external file, and a simple language preference tag for client, it would be quite trivial to have community-provided translations.

There was actually a PCC project to at least get a basic user guide translated to multiple languages.
Internationalization on the entire game is a big undertaking, mostly because we would have to redo how we render fonts and things. Worth doing, and on our list, but not like.. our biggest, most current priority.
It would be awesome if we could at least get the multi-lingual user guide though.

Any chance that you publish the basic user guide texts in PCC forum posts, OR the Community area, so native players provide a translation, and once cross-checked by another native, they make at least the website?
I do Portughese translation, and can revise spanish.

Alloh: The project to make the user guide was also a PCC thing, and has seemingly died out. We don't have an up-to-date user guide to offer for translation. I would really like one, some kind of basic "quick start guide" that's maybe only a few pages of data, but well-written with good screenshot illustrations. Something to provide a basic introduction and help the new user get grounded in the game more quickly. Perhaps answering common newbie questions within (not as a FAQ style, but just written to cover some of those topics as well).
Every so often someone seems to start a PCC project to do this, or to update the manual, or something similar. We'd really love to see this happen, but the projects always seem to die on the vine after a few weeks.

So, instead of a (to do) user guide, we could have localized web pages with "mission log" translations working as a "quick start guide", since all skills required are already written there (done).
We also had Translators Offers in PCC. Maybe a Wiki would be a perfect tool for this project...
