Conception update, based on discussion with Alloh:
General rules:
1. Catching a vessel should be impossible when speed difference between the catching and vessel being catched is too big. So, this would not make it too easy for pirates.
==== When catching an object with different speed than Yours, the object speed & speed direction vector is slowly (let's say 10-20% of difference/second) matched to Your own speed.
2. Only works for metallic hulls (ships), so no roid/cargo pulling (alloh's idea)
3. You can haul as many ships as many tractor beam devices You have
==== Perhaps number of possible beams you can use at once could be limited to 2 big or 3 small (grid power limitation or something), so You can either haul 2 big ships or 3 smaller ships
4. You can launch from station with ONE other ship attached to beam
==== If you want to haul more than one ship at once, You have to leave station with one, detach it and leave it floating, go back to station, leave with second one (and so) and reattach them all with all Your beams
==== This creates great opportunity for pirates: unmanned ship thievery.
5. To balance the game out, and not make it too easy for pirates, there would be also anti-tractor beam devices, which would disallow catching of a ship if it's manned (its not being hauled):
6. Also, some good ships could have specially polarized hull without any addons, so they would be completely uncatchable (when manned).
7. When hauling a ship with tractor beam, the hauled ship's mass is added to Your own mass, so You become slower and harder to maneuver.
8. Obvious: The tractor beam can be attached and detached at will
9. Encountering Ion storm detaches any active tractor beam, you need to re-attach thing You were hauling, and jump out of storm
10. When hauling anything, 50% of power cell energy is required for normal jump, not standard 25% (This can be explained with reason that you need to create bigger / more stable jump wormhole or some other technobabble).
11. Extra non-weapon slot could be added to every ship to make some more room for new addons.
12. Hauled/unmanned ship can too have cargo of its own (just think of the trade & piracy possibilities !)
13. This makes possible ship trading & storing in a station just like any other cargo. The seller & buyer need to have tractor beams to make a transaction.
14. Also, You don't need to go to Itani/Serco/UIT space to buy certain ships anymore. You can haul & stash ships somewhere instead.
15. Obvious: People hauling ships can be pirated and hauled ships stolen (just think of the possibilities)
16. Firing at a ship which uses tractor beam disperses any beam it's using
17. Hauled ship moves are completely frozen except for rotation (engines not working) until it either fires on the ship catching it, or disperses the beam otherwise (using anti-tractor beam device)
==== So, If somebody catched You, You can't run until You disperse the beam
18. You can't sell manned ship or with engines active. This fixes problem with somebody trying to steal a ship with pilot in it.
19. Also, it would be cool if the beams looked (blue dynamically changing rays) and sounded (hard to explain if You never watched any ST) like in star trek

+ Can haul objects with weight up to Fully-packed largest version of Centaur with heaviest possible cargo & heaviest possible equipment in slots.
