Well, it's still under development. They haven't worked out all of the kinks yet...

Actually, the velocity should be just a little bit less. I'm not sure exactly how much put perhaps minus 1 m/s considering that I don't know if decimal places are valid in velocity stats in VO.

Since neutrinos does not interact with matter, they can't cause damage... no mass and no charge particle...
But on the bright side, it can be used similar to a invisible laser dot aim... really invisible...
And due to quantum fluctuations induced by neutrino beam, it could be used against missiles and avalons, if precisely aimed at its targeting/flight control computer... in random way...

1 damage, with a delay of .001s yields 1k damage per full second, which is not too much. But still noticeable.
There is another problem with such a short delay, it might put unusually high strain on the server. I suggest making the delay .01s, which is still plenty fast, but not stupidly so.
If one were to take the stats serious, that is. Because this is a beam weapon, for all intents and purposes.

At 550/blast, it drains an entire heavy cell with a single shot, which would make it impossible to shoot more than once every couple of seconds.

Ummm, Alloh, the joke sort of is that neutrinos don't do anything. I was just making fun of all the "Positron Blaster" "Neutron Blaster" "Tachyon Blaster" things by making an actually accurate gun.

We have similar designs going at Carebear Laboratories. Apparently when we shine the hearts and rainbows off our furry chests, we can evoke "emotions" in fellow pilots. We want this to be available to the player base. For the uninitiated:
