Hmm...
Well, I'm not sure if I agree with this proposed re-arangement or not, but I'd like to make a few observations:
1) I find it odd that the MegaPosi has a lower grid usage than the PlasDev.
2) Screamers use energy, despite being a rocket.
3) What about Teller-Ulam Devices (BioCom Mines)?

the widowmaker needs to stay at 18 or now with these suggestions 20 to keep it a 1 port only ship and i have never really gotten why you can put 3 lenbs on a ship but not 3 gauss 3s

the megaposi is more of a light blaster the plasmadev/gauss have wicked autoaim and Damage per hit potential.

i didn't say anything about megaposis and plasma devs
PlasDevs are also really slow; to say nothing of how they are practically useless in competitive PvP. Sure, they're a good botting weapon, but thats where their usefulness ends.
MegaPosis, in addition to being one of the most efficient weapons in the game, also has a high shot speed and is very useful in certain PvP scenarios, and often eclipses PlasDevs as the L Port weapon of choice in botting (although its really a matter of preference).
With the possible exception of the Annihilator, PlasDevs should be equal-to or less-than the grid of the MegaPosi.

Plasmadev MkII and the anniahlator are very decent weapons for PVP...
The devastator weapons all could use a speed boost to make them more effective in PvP. Light weapons have a very decided advantage in most situations...
The annihalator should be grid 10... 11 is too high. Two of them simply are not that powerfull....

Probably quite hard to implement, but if implemented it will definetly make things a lot more interesting.
I also agree that it is silly that rockets should use energy. I know screamers do, but haven't they sacrificed enough for the sake of damage already?
